The communication was submitted by C.C., a national of Argentina, on behalf of her son, L.C. She alleges that the death of L.C. following his arbitrary arrest and the lack of investigation into his death violated his rights under articles 2, 11, 12, 13, 14 and 16 of the Convention. She is represented by counsel.
On 5 January 2022, the communication was registered.
On 24 August 2022, the State Party informed the Committee that it would like to start the process for a friendly settlement. On 26 October 2022, the State Party reiterated its proposal to start a process for a friendly settlement.
On 4 November 2022, the complainant informed the Committee that she was in a process of dialogue with the State Party, aimed at reaching a friendly settlement. On 22 January 2024, the Committee requested the complainant to submit an update and, on 20 February 2024, the complainant informed the Committee that she was still waiting for justice and requested the Committee to continue processing the case.
On 27 February 2024, the Committee requested the complainant to submit updated information on her dialogue with the State Party concerning a friendly settlement. On 27 September 2024, the complainant was reminded to submit this information. The complainant was informed that, in the absence of a response by 28 October 2024, consideration of the communication could be discontinued.
At its meeting on 10 April 2025, in view of the fact that no response had been received and that contact with the complainant had apparently been lost, the Committee decided to discontinue its consideration of communication No. 1116/2022.
