O.H. v. Ukraine

The communication was submitted by O.H., a national of Ukraine. He alleges that his detention and torture amount to a violation by the State Party of his rights under articles 2, 4, 13, 15 and 16 of the Convention. He is not represented by counsel.

On 7 February 2020, the communication was registered.

¶3.

On 24 July 2020, the State Party submitted its observations on the admissibility and merits of the communication, which were transmitted to the complainant on 29 July 2020.

¶4.

Reminders to submit comments on the State Party’s observations were sent to the complainant on 16 March 2021, 9 December 2022, 7 March 2023, 3 July 2024 and 19 September 2024. The complainant was informed that, in the absence of a response by 21 October 2024, consideration of the communication could be discontinued.

At its meeting on 10 April 2025, in view of the fact that no comments on the State Party’s observations had been received, the Committee decided to discontinue its consideration of communication No. 987/2020.
