The author of the communication is W.N., a national of Uganda born on 25 June 1982. On 13 August 2023, the author’s application for asylum, based on the risks relating to his sexual orientation, was rejected. He claims that his removal to Uganda would constitute a violation by the State Party of his rights under articles 6, 7, 9 and 26 of the Covenant. The author requested interim measures to halt his deportation to Uganda.
On 4 December 2024, pursuant to rule 94 of its rules of procedure, the Committee, acting through its Special Rapporteurs on new communications and interim measures, requested the State Party to refrain from removing the author to Uganda while the communication was pending before the Committee.
On 4 April 2025, the State Party submitted a request to discontinue the consideration of the communication, as the author had been granted a residency permit. On 8 April 2025, the State Party’s discontinuance request was transmitted to the author’s counsel for comment. On 9 April 2025, counsel confirmed that the author agreed to the discontinuance.
On 17 July 2025, the Committee, in the light of the fact that the author had been granted a residency permit in the State Party, decided to discontinue its consideration of communication No. 4713/2024.
