The author of the communication is M.M., a national of Belarus. He alleges that the State Party violated his rights under articles 19 and 21 of the Covenant by sentencing him to a fine for organizing an unauthorized peaceful protest.
On 21 February 2019, the communication was registered.
On 4 April 2019, the State Party submitted its observations on the admissibility and the merits of the communication, which were transmitted to the author on 24 May 2019.
On 23 April 2025, a reminder was sent to the author to submit his comments on the State Party’s observations. The author was informed that, in the absence of a response by 23 June 2025, the communication might be discontinued.
On 16 March 2026, the Committee, in the light of the fact that it had received no response from the author, with whom it had apparently lost contact, decided to discontinue its consideration of communication No. 3279/2018.
