The author of the communication is N.Ch., a national of Belarus. He alleges that the State Party violated his rights under articles 19 and 21 of the Covenant by sentencing him to a fine for participating in an unauthorized peaceful protest.

On 4 December 2020, the communication was registered.

¶3.

On 15 February 2021, the State Party submitted its observations on the admissibility and the merits of the communication, which were transmitted to the author on 14 April 2021.

¶4.

On 12 July 2023, 17 December 2024 and 26 September 2025, reminders were sent to the author to submit his comments on the State Party’s observations. The author was informed that, in the absence of a response by 26 November 2025, the communication might be discontinued.

¶5.

On 16 March 2026, the Committee, in the light of the fact that it had received no response from the author, with whom it had apparently lost contact, decided to discontinue its consideration of communication No. 3849/2020.
