The author of the communication is K.M., a national of Belarus. He alleges that the State Party violated his rights under articles 19 and 21 of the Covenant by arresting him in the context of his participation in a spontaneous peaceful assembly .
On 10 September 2021, the communication was registered.
On 6 January 2022, the State Party submitted its observations on the admissibility and the merits of the communication, which were transmitted to the author on 16 February 2023.
On 21 November 2023 and 21 March 2025, reminders were sent to the author to submit his comments on the State Party’s observations. The author was informed that, in the absence of a response by 21 May 2025, the communication might be discontinued.
On 16 March 2026, the Committee, in the light of the fact that it had received no response from the author, with whom it had apparently lost contact, decided to discontinue its consideration of communication No. 4008/2021.
