The authors of the communication are seven nationals of Finland. They claimed that the State Party had violated their rights under articles 25 and 26, read alone and in conjunction with article 27, as interpreted in the light of article 1, of the Covenant concerning the right of self-determination and the right to vote in elections to the Sámi Parliament.

On 7 June 2024, pursuant to rule 95 of the Committee’s rules of procedure, the Committee, acting through its Special Rapporteurs on new communications and interim measures, requested the State Party to take measures to protect the authors from any acts of retaliation against the authors for exercising their rights under the Covenant as related to the present communication.

On 9 December 2024, the State Party submitted its observations on the admissibility and the merits of the communication. On 14 July 2025, the authors requested that the communication be discontinued, as amendments to domestic legislation had resolved the substantive issues involved in the communication.

¶4.

On 16 March 2026, the Committee, in the light of the authors’ request to do so, decided to discontinue its consideration of communication No. 4629/2024.
