The communication was submitted by I.R., a national of Ethiopia. He claims that by deporting him to Ethiopia, the State Party would violate his rights under articles 5 and 6 of the Convention. The author is represented by counsel.

On 27 April 2021, the Committee registered the communication and granted the request for interim measures. The State Party was requested to refrain from removing the author to Ethiopia while the communication was pending before the Committee.

On 25 June 2021, the State Party requested the Committee to discontinue the communication because the author had returned to Ethiopia. On 2 November 2022, the State Party reiterated its request. On 15 December 2022, the author informed the Committee that instead of returning to Ethiopia, he had travelled to the United Kingdom of Great Britain and Northern Ireland, where he had applied for asylum. He informed the Committee that he agreed to discontinue the communication.

At its meeting on 5 May 2025, given that the author has left the State Party’s territory and that both parties have agreed to discontinue the communication, the Committee decided to discontinue the consideration of communication No. 76/2021.
