HRC Voting for AI assistants

Two Agent Skills that let Claude answer questions about UN human-rights votes from this dataset, with its safeguards built in: amendments are kept apart from resolutions, an abstention is never a vote against, every answer states its scope and the data version, and the known gaps of the source catalogue are flagged.

hrc-voting

Query and analyse how States voted at the Commission on Human Rights, the Human Rights Council and, as plenary votes, the General Assembly's Third Committee. It carries an offline snapshot (v1.2.0; 6,392 CHR and HRC records, 1,716 with a per-State roll-call) and a command-line tool for resolution tallies, country records, voting partners, consensus versus recorded votes, amendments and fact-checking against the Council's session reports.

Try: "How did Poland vote at the Human Rights Council since 2006?" · "Which States vote most like Hungary?" · "Is it true that only four HRC amendments were adopted in 2020–2024?"

hrc-voting-cite

Cite the dataset (DOI, BibTeX, APA and OSCOLA-style forms), cite a resolution together with how the vote went, and write a methods or data-availability note, a chart caption and the licence statement.

Try: "Give me the footnote for A/HRC/RES/48/1 with the vote." · "Write the data section for my chapter."

MCP server: mcp-hrc-voting

The same data as a Model Context Protocol connector for Claude Desktop, Claude Code and other MCP clients: nine read-only tools (search, resolution tallies, country records, voting partners, head to head, consensus versus recorded votes, amendments, known gaps) and four reference documents. Same safeguards, answered from a bundled offline snapshot; no account, no key.

Install the skills

Claude (claude.ai, Claude Desktop): Settings, Capabilities, Skills, then upload each zip (the menu name varies by app version; skills need code execution enabled).

Claude Code: mkdir -p ~/.claude/skills && unzip hrc-voting.zip hrc-voting-cite.zip -d ~/.claude/skills

The skills work without network access. python scripts/hrcv.py refresh fetches newer data when a network is available. Details, maintenance notes and the source: skills/ on GitHub.
